Spanish hoteliers demand regulation of 'collaborative supply' on equal terms

The Confederación Española de Hoteles y Apartamentos Turísticos (CEHAT) has submitted a brief of observations to the consultation on the new models of service provision and “economía colabora” of the National Commission of Markets and Competition (CNMC). The hoteliers insist on applying a decálogo to ensure a level playing field.



The Confederación Española de Hoteles believes that the postulates of the suggestions contained in the draft study of the CNMC, are based “on theoretical principles without contrasting in España or its subsequent impact on the tourism sector”.

According to his criteria, “the reality is that the provision of tourist accommodation services in homes, increasingly responds less and less to the principles of the collaborative economy and has become a professional, lucrative and permanent activity”.

CEHAT is of the opinion that there is no doubt that the “absence of regulation” for this type of services produces serious effects on the guarantees and protection of the guarantees 

The sector expects legislative measures to be taken to allow a greater integration of all economic activities in society, recognizing the advantages of an increase in supply and the necessary reduction of legal obligations for all.

CEHAT thus joins the requests of HOTREC, the European hotel ía and hotel ía employers' association, which basically are:

1.- Integrate the rental of private accommodation for short stays in the legislation as tourist accommodation so that all operators can compete on equal terms.

2.- Establish processes for registering and obtaining permits.

3.- Include this type of accommodation in tourism statistics.

4.- Enforce requirements and conduct safety and security inspections.

5.- Comply with tax obligations.

6.- Verify customer identity in compliance with the requirements of the Schengen agreement.

7.- Protect the rights and benefits of employees.

8.- Protect the quality of life of neighborhoods.

9.- Clarify and ensure proper distinction between residential and commercial property.
